I will take action to guarantee that any revenue surpluses are returned directly to the taxpayers annually.

We have a unique opportunity to give those monies back to the taxpayers. We can transition to this effort by replacing the school property tax with the surplus budget very efficiently. We can still maintain the Rainy Day Fund to protect Texas from any economic slow down and still have a continuous balanced budget. The estimates range from 10 to 15 billions dollars in surplus. This is a great opportunity for transparency and accountability in raising tax revenues and expenditures.
